The Jewish Association for Services for the Aged based in Manhattan have come up against a wall of fire in the guardianship case of Mircea Fersedy. Employees of the non-profit organization have revealed corrupt practices from witness tampering and perjury to drug trafficking involving Meal on Wheels vans.
Cecille Hershkovitz, Director of the Community Guardian Program, advised Mr. Fersedy on July 6, 2010 that he need not appear in court the following day as the hearing was adjourned. A cunning Hershkovitz attempted to obtain control of Fersedy's assets through deception, knowing that failure to appear in court would would result in JASA being appointed his guardian. Hershkovitz sent the following E-mail to Fersedy:

Well the statement was far from the truth. The hearing was not adjourned and Fersedy confronted his guardian. Moments before the Hershkovitz E-mail and phone call, Fersedy was notified by his attorney that the hearing in Queens Supreme Court was on for tomorrow.
Caught in her lie, Hershkovitz insults Fersedy further by stating that Sandra Allen-Simms will deliver the check to Fersedy in court the following day. Ms Allen-Simms was scheduled to attend the very proceeding Hershkovitz claimed was adjourned. Sandra Allen-Simms assaulted Fersedy by striking him in the head two weeks earlier. Fersedy filed a complaint agains Allen-Simms so Fersedy could not meet with her.
Cecille Hershkovitz, a mental health professional, knew or should have known that her behavior and that of her subordinates could inflict mental injury on Fersedy under her care as guardian. Hershkovitz violated professional conduct promulgated by the NYS Department of Education by her conduct on June 6, 2010. Sending the following e-mail to Fersedy may indicate that these violations were intentional.

My friends from Israel will help me restore the house. I do not need your help in any way
regarding this property.
I paid the property taxes early and have development plans.
I just spoke with my attorney and the court hearing is on in the morning in Queens.
You may not have need to be there but it is improper to say that I do not need to be there as
you do not represent me.
I do not wish to meet or deal with JASA in anyway for the following reasons:
1) I was assaulted by your employees.
2) Some of your employess are involved with the drug trade.
3) I have had dinner with some of your employees who have told me about JASA's illegal
activities.
4) I have been informed by multiple JASA employees that City Councilman Peter Valone, Jr.
is using JASA to take my property.
Real Estate is not your profession. I know you have been focused on this property and you,
(plural), have violated my rights and have been seeking to criminally convert my assets.
JASA is under investigation for wrong doings and I expect that prosecution will follow.
All you and JASA talk about is the house. The court even noticed this and commented on it.

Hershkovitz Actions Appear Intentional
True to form, Sandra Allen-Simms did not turn over the SSI check to Mr. Fersedy's attorney.
Hershkovitz wrote, "Sandra will be in court tomorrow and will hand you the check. No need to meet with Renee."
The following day Mr. Fersedy was the recipient of numerious telephone calls, several from Renee, telling him to travel to different locations throughtout the City to recover his SSI check. Renee Chaim-Alfassy never met with Fersedy and later called Fersedy leaving a message to contact Sandra Allen-Simms for his check. The same Sandra Allen-Simms that struck Fersedy in the head outside UJA headquarters and shouted, "I will marshall your Social Security check.
